PUTRAJAYA, Aug 24 (Bernama) -- A total of 75,360 parcel owners involving 439 stratified residential schemes in Peninsular Malaysia are still facing issues over the absence of strata titles, said Department of the Director General of Lands and Mines (JKPTG) director-general Datuk Mohd Fauzi Mohd Yatim.
He said the figure was identified through data collected from state Land and Mines Offices (PTG) to identify older residential schemes that still do not have strata titles.
To help resolve the issue, the government had adopted a phased approach, including setting up the Special Strata Title Fund (TKHS) on Feb 7, 2018, administered by JKPTG to finance the costs of applications for strata titles.
“We have collected data from the state PTGs to ascertain and obtain a figure that we can use as a basis to initiate programmes to resolve the issue.
“We have identified 439 schemes in Peninsular Malaysia, excluding Sabah and Sarawak,” he told Bernama recently, pointing out that the Strata Titles Act 1985 (Act 318) does not apply in Sabah and Sarawak, as Section 2 of the Act stipulates that it applies only to Peninsular Malaysia and the Federal Territories of Putrajaya and Labuan.
Mohd Fauzi said JKPTG had not set a specific timeframe to resolve all 439 schemes as assistance from the TKHS depends on applications received from state authorities, particularly the state PTGs.
However, he said JKPTG was working with state PTGs to identify schemes that could be referred to the Federal level for assistance, while also stepping up public awareness efforts on the importance of having strata titles.
“Up to 2025, the TKHS had approved RM3.3 million in financing for 10 schemes in Peninsular Malaysia, with financing for each scheme ranging from RM86,440 to RM1.31 million,” he said.
He also said that of the 10 schemes, seven had successfully registered their strata titles, involving 1,475 owners, while this year, his department expects two schemes involving 112 owners to be registered.
“The Finance Ministry also approved RM2 million under Budget 2026 for the MADANI Special Strata Scheme Programme, with RM1.9 million channelled to four schemes, three in Penang and one in the Federal Territory of Labuan,” he said.
The four schemes were currently being implemented and are expected to benefit 1,213 owners, while JKPTG was also working to diversify funding sources by encouraging the non-government sector to contribute towards resolving the issue.
He said resolving issues involving stratified residential properties without strata titles had also been outlined as one of the measures under the JKPTG 2026-2030 plan, with a target of approving TKHS financing for at least two schemes each year. He added that cooperation from parcel owners and developers was also necessary to ensure that efforts to resolve the issue could be implemented effectively.
