KUALA LUMPUR, Oct 7 (Bernama) -- The Property Information Management System (ProMIS) will be expanded to all federal ministries, departments and agencies with government quarters to establish an integrated national asset register of public servants’ quarters.
Deputy Minister in the Prime Minister’s Department (Federal Territories) Datuk Lo Su Fui said the move was part of efforts to reform quarters management following the drafting of guidelines on quarters management, which will serve as a reference for all federal ministries, departments and agencies.
He said there is currently no comprehensive and integrated national database to record the total number of quarters, development and maintenance costs, asset values, building age, occupancy rates and number of beneficiaries across all agencies that own quarters.
“ProMIS is currently limited to quarters managed by the Property Management Division (BPH). The next step is to expand it to all ministries, departments and agencies that own quarters, which will pave the way for the establishment of a National Public Servant Housing and Quarters Asset Register,” he said when replying to a question from Rodziah Ismail (PH-Ampang) during the Special Chamber session in Parliament today.
Lo said the platform would eventually contain details of each quarters unit, including its location, ministry, year of completion, original cost, current value, physical condition, maintenance costs, occupancy rate, length of vacancy, and disposal or redevelopment status.
Meanwhile, he said 27,751 federal government quarters units are currently managed by BPH, with 3,111 units vacant as of Sept 20, resulting in an occupancy rate of 89 per cent.
Lo said some of the vacancies were due to occupants who had transferred out, while the units were undergoing repairs before being allocated to new occupants.
“As of Sept 30, 24,640 public servants are currently benefiting from quarters facilities managed by BPH, while 19,824 offers to occupy quarters have been issued since November 2016 through ProMIS,” he said.
He said the average age of federal government quarters buildings in Putrajaya managed by BPH is about 19 years, while some buildings in Kuala Lumpur date back to 1960 but have undergone maintenance and upgrading works over the years.
He added that the government remains committed to providing housing facilities for public servants through several initiatives, including government quarters, the Housing Fixed Allowance (ITP), and housing financing facilities for eligible officers.
