KUALA LUMPUR, Jan 13 (Bernama) -- Any discussion related to the recognition of education certificates, including the Unified Examination Certificate (UEC), must be based on the Constitution and the national education philosophy, says Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi.
