Selangor Launches Creative Economy Action Plan 2025-2035

SHAH ALAM, Nov 24 (Bernama) -- The Selangor government today launched the Selangor Creative Economy Action Plan 2025-2035, which serves as a comprehensive roadmap and drives the empowerment of the state's creative economy through strategic, inclusive and integrated approaches.

Selangor Menteri Besar Datuk Seri Aminudin Shari said the plan's implementation will prepare Selangor to become a regional creative economic hub that is competitive on the global stage, as well as contribute to sustainable economic growth for the people.

He said the plan, with three key sectors - digital and multimedia, arts and culture and cultural heritage - will ensure that industry growth is in line with the state's cultural identity and heritage.

"For the digital and multimedia sector, it encompasses film and television, digital content, advertising, immersive content (AR/VR), design, animation and digital games.

"The arts and culture sector covers handicraft, creative writing, visual arts, fashion and textiles, music, culinary arts and performance, while cultural heritage involves museums, archives as well as the restoration and conservation of heritage materials,” he said.

He told reporters this after officiating at the launch of the Selangor Creative Economy Action Plan 2025-2035 at the foyer of Bangunan Setiausaha Kerajaan Negeri (SUK) Selangor today.

Amirudin said they have also identified several other aspects, like marketing, policies or laws, that can be updated in efforts to ensure that the creative industry grows stronger and able to generate revenues of over RM20 billion by 2035.

Meanwhile, state Youth, Sports and Entrepreneurship Committee chairman Mohd Najwan Halimi said the plan's implementation is driven through several strategic enablers, including creative industry incubators, the provision of creative studios and hubs, expanding market access, export opportunities, training and skills upgrading, the use of digital technology and funding through grants, incentives and creative venture capital. 

He added that the core of the plan's implementation is the establishment of the Selangor Creative Economic Development Hub (SEL-CREATE), which will serve as a creative economic hub in every district in Selangor.

He said the hub will prepare event space, co-working space, business facilities, marketing opportunities, training programmes and skills improvement as well as legislative, financial and technological support.

"This hub will become the pulse of the creative industry's development. At the same time, I hope that local authorities, corporate firms, private companies and state subsidiaries will collaborate to make this agenda a reality,” he said.

Through Budget 2026, the state government has allocated RM1 million to continue the Creative Economy Expo and develop a Creative Economy Action Plan covering arts, culture, design and e-sports.
