KUALA LUMPUR, Aug 11 (Bernama) -- Lembaga Tabung Haji (TH) today launched a major public enlightenment initiative on the findings of the Royal Commission of Inquiry (RCI) report on TH through the distribution of a special information booklet.
The booklet, titled "Tabung Haji : Apa Sudah Jadi?" (Tabung Haji: What Happened?), is aimed at enabling the public to obtain accurate and transparent facts directly from official sources, thereby dispelling confusion regarding management malpractices from 2014 to 2020 as highlighted in the RCI report released publicly last month.
The move is also to restore the confidence of more than nine million depositors in the sustainability and future governance of the country’s haj management institution through verified facts.
The initiative is being implemented through the distribution of posters in both digital and printed formats, allowing the public to examine the contents and actual findings of the investigation in greater depth and accuracy.
To ensure wider access to the information, the digital booklet were distributed directly to mosques and suraus via the WhatsApp application today, while printed versions will be distributed on Friday (Aug 14), especially around the Federal Territory.
The booklet, which summarises the original 211-page document, details the chronology that led to the inquiry, beginning with warnings issued by Bank Negara Malaysia (BNM) between 2014 and 2015 regarding TH’s weak and risky financial position.
Through the booklet, TH also highlighted several critical findings of the RCI, including the institution’s failure to manage the asset-liability deficit it had been experiencing since 2014, as well as confirmation that laws and accounting standards had been breached.
It also details the issue invlolving use of Realisable Asset Value (RAV) for the purpose of declaring hibah (profit distribution), with the method found not to be a recognised accounting standard in the preparation of financial statements.
In addition, the booklet openly addresses governance issues and the risk of political interference, weaknesses in investment monitoring, and conflicts of interest involving subsidiaries, which were among the factors contributing to the shortcomings.
However, the RCI affirmed that the 2018 TH Recovery and Restructuring Plan was the most appropriate and critical measure taken to save and restore TH’s financial position.
The concise booklet also outlines several key RCI recommendations to safeguard TH’s future, including a proposal to strengthen the Tabung Haji Act to streamline the organisation’s power structure, functions and governance, as well as a ban on the appointment of active politicians as chairman or board members.
Following the implementation of most of the recommendations, TH also shared the latest developments in its financial position which is now at a very strong level, including its success in announcing a 3.5 per cent profit distribution for 2025, the highest in eight years.
To date, depositors’ funds have shown an encouraging upward trend, reaching RM93.4 billion, while TH recorded investment income of RM4.64 billion in 2025, the highest figure in its history.
TH’s improving integrity has also seen the agency pay RM693.6 million in zakat for the period from 2019 to 2025, in addition to continuing to gain international recognition through the Diamond Award (Best Overall) at the Labbaytum Awards by Saudi Arabia for 2025 and 2026.

This enlightenment initiative was launched on the same day a special Dewan Rakyat sitting was held to debate the RCI report in detail.
