MOF To Enhance Selected Pre-Q Procurement Method If Reintroduced — Lim

KUALA LUMPUR, July 23 (Bernama) -- The Ministry of Finance (MoF) will conduct a comprehensive review of improvements should the Selected Pre-Qualified Open Tender Procurement Method (Selected Pre-Q Procurement) be reintroduced in the future.

Deputy Finance Minister Lim Hui Ying said the improvements must address aspects that could allow room for manipulation and ensure that every process is carried out transparently.

"The Selected Pre-Q Procurement is a relaxation of the procurement method, an enhancement of the existing pre-qualification tender, enforced through the Ministry of Finance Treasury Circular with the aim of shortening the procurement period.

"Projects using this procurement method can be awarded immediately to the successful company," she said when winding up the debate on the Auditor-General's Report (LKAN) 2/2025 in the Dewan Rakyat today.

Elaborating further, Lim said the ministry would refine the implementation of control mechanisms to close loopholes that could enable manipulation at both stages of the tender process.

"This is to prevent companies that do not meet the criteria from being shortlisted in the first stage and subsequently being invited in the second stage, should the Selected Pre-Q Procurement be reinstated in the future," she noted.

On July 21, LKAN 2/2025 reported that the implementation of the Selected Pre-Q Procurement in three ministries had failed to achieve its objective of expediting the procurement process, due to manipulation and a lack of transparency in the selection of companies, with only certain companies being approved to participate in tenders.

The implementation period for this Selected Pre-Q Procurement is from March 15, 2023, to Dec 31, 2024.

Meanwhile, Deputy Minister of the Ministry of Energy Transition and Water Transformation (PETRA) Akmal Nasrullah Mohd Nasir clarified that LKAN 2/2025 audited the Ministry of Natural Resources, Environment and Climate Change (NRECC), which was responsible for the procurement process at the time.

He said that the issues raised included the non-compliance with the terms and criteria for the first-stage invitation, as well as the repeated invitations to the same company for different projects.

He added that the selection method for company information sources or documents in the first-stage evaluation had been presented to and approved by the NRECC Procurement Board at the time, while the second issue arose from a review showing that 52 companies had passed the pre-qualification stage.
