PPRPM Voices Strong Support For Gig Workers Bill 2025

KUALA LUMPUR, Aug 27 (Bernama) -- Persatuan Perpaduan Rakan Penghantar Malaysia (PPRPM) has voiced strong support for the tabling of the Gig Workers Bill 2025 in Parliament last Monday.

In a statement today, PPRPM said reports claiming that several associations opposed the bill were inaccurate, noting that the main concern was improving gig workers’ wages.

“We believe the bill is a step forward in safeguarding the welfare and well-being of gig workers,” it said.

PPRPM described the bill as a progressive step that would benefit gig workers, especially delivery riders who were constantly exposed to risks on the road.

The association said the bill, if passed, would make social protection mandatory and easier to enforce, as the shift to a ‘postpaid’ contribution system allowed workers to be covered before payment was made.

“The contribution rate is more affordable, at RM0.0125 per RM1 of income. This is good news for all delivery riders,” the statement said.

PPRPM said that the bill was also beneficial in ensuring income rights through the establishment of a formal tripartite council, where employees and employers jointly set payment rates and arbitrary deductions by employers were prohibited.

The association also said that the bill introduced a dispute resolution mechanism with a clear process through the formation of a Gig Workers Tribunal, addressing previous gaps in industrial disputes.

It added that the bill provided a clear definition of gig workers, which did not exist in the Employment Act 1955, and ensured basic labour protection for gig workers.

In the same statement, PPRPM urged that the bill be approved and suggested that any further amendments, including the introduction of a transparent user system showing calculation and payment methods for each trip, be implemented through additional regulations.

“It not only protects the rights of workers but also encourages best labour management practices and boosts company credibility,” the association said, adding that it hoped fellow delivery drivers would enjoy a safer, more stable, consistent, and ethical service.

The bill was tabled in the Dewan Rakyat last Monday by the Ministry of Human Resources and comprised four key components, namely the definition of gig workers, dispute resolution mechanisms, issues related to payment rates, and social security.
