KUALA LUMPUR, Dec 11 (Bernama) -- The existence of 125 newly-created residual land lots along the alignment of the Lingkaran Tengah Utama (LTU) Expressway and the Kota Bharu-Kuala Krai (KBKK) Expressway, in Kelantan, has been identified as a key issue complicating the planning and land acquisition processes for the projects.
Works Minister Datuk Seri Alexander Nanta Linggi, when winding up the Supply (Budget) Bill 2026 for his ministry at the Dewan Negara, today, said that the residual lots were created due to discrepancies between the project’s survey plans and the title lot records held by the land office.
He said this mismatch resulted in fragmented or unregistered residual lots, increasing the total land acquisitions required to 1,724 lots as of Nov 12, compared with the earlier estimate of 1,599 lots.
“The increase in residual lots carries financial implications, as it raises the overall project cost—particularly for preparing new acquisition plans, undertaking re-gazettement processes, conducting additional survey work and covering potential increases in land compensation,” he said.
Nanta added that the Works Ministry has held an engagement session with the Kelantan Land and Mines Office (PTG) to present the issue, while also urging the state government to review the matter and formulate a holistic solution, together with the relevant agencies.
Nanta also reported that the 70.4-kilometre KBKK project has achieved 60.42 per cent physical progress to date, while the LTU, spanning 299.4 kilometres, has recorded approximately 75.96 per cent completion, as of October.
Meanwhile, Deputy Women, Family and Community Development Minister, Datuk Seri Dr Noraini Ahmad, when winding up the debate, said the Social Welfare Department (JKM) is currently developing a new system - the Welfare Assistance Management System (SPBK) - to strengthen the coordination and delivery of welfare aid.
She said the system will serve as an integrated platform which consolidates data across various aid agencies, to prevent duplication of applications, ensuring that assistance is channelled more transparently, accurately and efficiently to eligible recipients.
“At present, there are 15 state JKM offices and 105 district or divisional welfare offices which serve as walk-in service centres, to facilitate assistance applications and provide direct information to the public.
“Through the implementation of outreach programmes, JKM teams are also deployed to community locations, such as mosques, community halls and other local focal points, to ensure that welfare services are delivered in an inclusive and people-friendly manner,” she said.
In addition, the ministry is also strengthening cooperation with local community mobilisers, including the Village Development and Security Committee (JPKK), penghulu and tuai rumah, to identify individuals or families who have not yet received assistance, to ensure that no group is marginalised from the government's attention.
