13MP Signals New Era For Indian Women Entrepreneurs — MAICCI Women’s Chief

KUALA LUMPUR, Aug 1 (Bernama) -- The 13th Malaysia Plan (13MP) marks a historic shift in economic inclusion for Indian women, offering tangible pathways for entrepreneurship and empowerment, said the Women’s Chief of the Malaysian Associated Indian Chambers of Commerce and Industry (MAICCI), Hemala Sivam.

Describing the plan as “bold and inclusive,” she said the 13MP places Indian women and entrepreneurs at the heart of national progress, with a clear emphasis on skills development, capacity building and grassroots support.

“The 13MP is not just another policy document. It’s a strong message from the MADANI government that no woman and no community will be left behind,” she said in a statement today.

The 13MP,  themed “Melakar Semula Pembangunan” (Redesigning Development), was tabled by Prime Minister Datuk Seri Anwar Ibrahim at the Dewan Rakyat yesterday. 

Hemala praised the plan’s focus on expanding access to education, TVET, STEM, and entrepreneurial support, particularly for Indian women in the B40 group who are already active in micro and home-based businesses.

“These women are the backbone of our community. What they need is not handouts, but structured support — and the 13MP delivers exactly that,” she said.

Hemala also welcomed the strengthening of key programmes such as the Indian Community Entrepreneur Development Scheme (SPUMI) and the Socioeconomic Development Programme for the Indian Community (PPSMI), calling them “critical enablers” for sustainable economic mobility.

“The government’s commitment to fund and mentor women-led businesses at the grassroots level is how we create lasting impact. This is about building legacy, not just livelihood,” she said.

Calling for inclusive and transparent implementation, Hemala urged agencies such as MITRA, KUSKOP, and civil society groups to work together to ensure the benefits of the 13MP reach those most in need.

“Indian women are ready. They need access, skills, and opportunity. The 13MP lays the foundation, now it’s up to us as stakeholders to deliver,” she said.

Hemala, who has long championed women’s economic empowerment, said the 13MP could redefine the role of Indian women in business, education and community development.

“As MAICCI Women’s Chief, I stand fully behind the Prime Minister’s vision. This is our moment to shape a resilient, inclusive future — with Indian women leading the way,” she added.
