MERCY Malaysia Urges ASEAN To Reaffirm Myanmar 5PC, Prioritise Aid Access

KUALA LUMPUR, July 4 (Bernama) -- MERCY Malaysia has called on ASEAN to reaffirm its commitment to the Five-Point Consensus (5PC) on Myanmar, urging the regional bloc to prioritise humanitarian access and strengthen the Special Envoy mechanism amid the ongoing crisis in the country.

 As ASEAN Foreign Ministers convene in Kuala Lumpur this week, its president, Datuk Dr Ahmad Faizal Mohd Perdaus, said the 5PC, adopted by ASEAN in 2021, remains the clearest pathway toward regional peace and stability in Myanmar.

“In recent months, we have witnessed humanitarian convoys delayed at crossings while families beyond them remain without access to clean water, shelter or essential healthcare.

“This growing disconnect between intent and access illustrates the urgent need to translate compassion into coordinated, sustained action that reaches those most in need,” he said in a statement today.

The 5PC is ASEAN's agreed framework for addressing the crisis in Myanmar. It calls for an end to violence, inclusive dialogue, mediation by a special envoy, the delivery of humanitarian aid and a visit by the envoy to engage with all parties involved.

Ahmad Faizal also called for the special envoy mechanism to be structurally strengthened, with a clear operational mandate, access to all stakeholders, adequate long-term resources, and its transformation into a permanent, well-resourced position.

“Humanitarianism can no longer be viewed as the responsibility of a few. It must become a shared regional ethos that sees suffering not only as a humanitarian emergency, but as a call for solidarity, structural justice and long-term engagement,” he said.

Ahmad Faizal added that beyond institutional reform, the region must cultivate a shared humanitarian culture, one that is proactive rather than reactive, grounded in empathy, guided by evidence and upheld through collective responsibility."

The 58th ASEAN Foreign Ministers' Meeting is scheduled to take place at the Kuala Lumpur Convention Centre from July 8 to 11.
