Perlis Allocates RM1.5 Mln For Development Studies To Drive RSN 2040

KANGAR, June 30 (Bernama) -- The Perlis state government has allocated RM1,546,000 to carry out development studies and system development projects to reinforce the state’s planning and development framework through the Perlis State Structure Plan (RSN) 2040 draft. 

Perlis Menteri Besar Abu Bakar Hamzah said the allocation covers the development of a digital platform, special action plan studies for settlement areas, and community-based development studies to ensure more structured and effective implementation of state development initiatives. 

He said the Perlis RSN 2040 draft, which serves as the state’s main planning and development document, is scheduled to be presented at the National Physical Planning Council meeting on July 13.

“This draft forms the foundation and direction of Perlis’ development, and its success requires efficient coordination between state and federal government agencies as well as government-linked companies (GLCs). 

“With the establishment of the steering committee, I am confident we can achieve the goals outlined in Perlis RSN 2040 to become a progressive, prosperous and high-income state by 2040,” he said in a press conference here today.

Abu Bakar said among the initiatives are the development of the PerlisGIS Geoportal by a private company, as well as Special Action Plan (PTK) studies for small towns and mukim areas carried out in collaboration with four public higher education institutions. 

“The PTK for small towns identifies 23 settlement areas with potential for phased development to strengthen local economies and empower rural development. The PTK for mukim areas involves four zones, namely Kangar, Pauh, Sanglang and Chuping. 

“The development of the PerlisGIS Geoportal, with an implementation period of 18 months and expected completion by December 2027, will serve as a government data integration platform to support development planning, attract investment, strengthen disaster management, and enhance public service delivery efficiency,” he said. 

Commenting on the recent fire at Kampung Warna-Warni, Kuala Perlis on June 13, he said the state government will prepare a development masterplan for the area to reduce the risk of similar incidents recurring, while improving safety and infrastructure. 

He added that the Perlis Town and Country Planning Department (PLANMalaysia), together with state and federal technical agencies, have been tasked with preparing a comprehensive plan covering reorganisation of settlements, provision of utilities, and a fire prevention system, with the plan expected to be ready in six months.
