HRD Corp Completes Comprehensive Reset, Strengthens Oversight And Delivery

KUALA LUMPUR, April 17 (Bernama) -- The Human Resource Development Corporation (HRD Corp) has completed a comprehensive organisational reset, marking a strategic shift towards execution and delivery in line with the national agenda for a resilient workforce.

In a statement today, HRD Corp said the restructuring, conducted over the past two months, involved a total overhaul of its governance, management, and operations to strengthen institutional integrity and establish a more accountable operating structure.

It said legacy issues identified in previous audits and regulatory findings at the management level have largely been resolved, with submissions now made to relevant authorities for formal closure.

“The restructuring included the redeployment of personnel based on capability and function. Critical areas such as Legal, Audit, and Enforcement have been strengthened to reinforce compliance, while operational structures have been streamlined to sharpen execution,” the statement read.

As part of the reset, HRD Corp has tightened controls on training claims and levy usage to improve oversight. This includes closing gaps that previously allowed for same-day, post-training submissions.

“Under the new standard operating procedures (SOPs), training may only proceed with prior approval and within a defined lead time. This allows HRD Corp to deploy enforcement teams on the ground to ensure full visibility and verification of training activities,” according to the statement. 

To reinforce leadership, HRD Corp has filled key vacancies, including the appointments of a chief financial officer (CEO) and a chief operating officer, while elevating internal talents into senior management positions.

Meanwhile, HRD Corp CEO Datuk Shamir Aziz in the same statement said the organisation is now fully aligned with the direction set by Human Resources Minister Datuk Seri R. Ramanan to bolster national human capital development under the MADANI framework.

He noted that Ramanan’s leadership was instrumental in shaping the pace and discipline of the reset, reflecting a methodical approach to addressing complex institutional challenges.

“The reset is done. We move forward with discipline, clarity and execution,” he said.

Shamir also emphasised that the organisation’s forward budget planning has been approved by the board of directors, including a significant strategic allocation aimed at accelerating workforce development priorities.

“Our responsibility now is execution, to deliver results, restore confidence and ensure Malaysian workers and businesses are equipped to withstand and respond to increasing global uncertainties,” he added.
