National Records Centre Early Completion Reflects KKR’s Commitment To Governance

CYBERJAYA, March 31 (Bernama) -- The Works Ministry (KKR) remains committed to ensuring every infrastructure project is implemented professionally, in accordance with the stipulated local development guidelines and quality standards for the people's long-term benefit, particularly in strengthening governance and the national information security ecosystem.

Deputy Works Minister Datuk Seri Dr Ahmad Maslan said this could be seen in the implementation of the National Registration Records Centre project here, which was completed ahead of schedule.

He said the project, carried out by the Public Works Department (JKR), was handed over to the Home Ministry here today, with the building named Bangunan Nilam Sari.

"This records centre is built on a 3.79-hectare site, and work began on Nov 18, 2020, before being issued the Certificate of Practical Completion (CPC) 32 days ahead of the expected date of completion, which is April 13, 2026,” he said in a statement today.

Ahmad said the RM119 million project under the 11th Malaysia Plan (11MP) aims to provide more systematic and secure record storage facilities, in line with governance requirements and legal compliance.

He said the records centre was developed in accordance with the Agency Record Centre Guidelines by the National Archives of Malaysia and the international standard MS ISO 11799:2011, which encompasses aspects of storing, preserving and conserving physical documents, microfilm media and digital images for the long term.

"This centre is capable of centrally housing registration records related to the Malaysian population and can store them for up to the next 30 years,” he said.

According to him, the project was carried out by NS Construction Sdn Bhd using the Industrialised Building System (IBS) technique with an IBS score of more than 70 per cent, involving the construction of management and administrative offices, work and operations spaces, repository spaces, as well as common facilities, including cafes, toilets, suraus and parking lots.

Ahmad said the project also recorded a "3 in 1” achievement, encompassing the provision of the CPC, as-built drawings and the Statement of Final Account.

In addition, he said the project achieved several added values, including zero lost-time injuries, the provision of asset registration documents, implementation of asset marking for all components and the provision of operations and maintenance documents.

"This project also involves the completion of Building Information Modelling (BIM) LOD 500, as well as obtaining a Certificate of Completion and Compliance (CCC), thereby proving the MADANI Government's continuous efforts in providing standardised record storage facilities,” he said.

He expects the construction of Bangunan Nilam Sari to strengthen the management and storage of the country's population records in a more systematic and secure manner, thus supporting the continuity of service delivery by the National Registration Department and the government.
