Site, Land And Contractor Issues Among Causes Of Rural Project Delays - Rubiah

24/02/2026 12:06 PM

KUALA LUMPUR, Feb 24 (Bernama) -- Issues related to project sites and land acquisition, as well as objections from residents, are among the main causes of delays in rural infrastructure projects, said Deputy Rural and Regional Development Minister Datuk Rubiah Wang.

She said contractor-related problems, utility issues and matters involving local authorities have also affected project implementation timelines.

“Additionally, constraints in accessing project sites in remote areas, as well as the need for changes to project alignments, have also impacted the duration of project implementation,” she said in reply to a question from Senator Amir Md Ghazali at the Dewan Negara today.

Rubiah said that to address these challenges, the ministry has implemented four main strategies, including continuous reporting through the ministry’s Development Action Council Meeting (MTPK) and the Ministry Development Action Committee.

She added that the ministry has also strengthened coordination between the federal and state governments through the State Development Action Council (MTPN) meetings, the use of the MyProjek system for periodic monitoring, as well as on-site monitoring to enable immediate intervention.

Responding to a supplementary question on project selection criteria and quality, she said that all basic rural infrastructure projects are implemented transparently and comply with strict technical and safety standards.

“This ministry remains committed to ensuring that rural development projects are implemented efficiently in accordance with established plans. The implementation of rural infrastructure projects is consistently governed by guidelines, particularly the prescribed technical and safety standards,” she said.
