SSPA Phase Two Pay Rise: KSN Urges Civil Servants To Spend Responsibly

KUALA LUMPUR, Jan 22 (Bernama) -- The second phase of the new pay rise under the Public Service Remuneration System (SSPA), effective today, is expected to drive continued civil service excellence, in line with the MADANI Government commitment, said Chief Secretary to the Government (KSN) Tan Sri Shamsul Azri Abu Bakar.

He said the implementation of the pay increase is part of the government’s efforts to safeguard civil servants’ welfare while ensuring continued improvement in public service delivery.

“Alhamdulillah, as promised by the MADANI Government, today, January 22, 2026, sees the start of the second phase of the new pay rise under the Public Service Remuneration System,” he said in a Facebook post.

He expressed hope that the new pay would ease some of the burden on civil servants, while urging them to spend responsibly and save.

“May it help drive ongoing excellence in the civil service,” he said.

Civil servants under SSPA will see their second-phase pay rise reflected in today’s (Jan 22) salary, which is the official salary date for the month, based on their Dec 31, 2025 pay, even though the new pay adjustment took effect on Jan 1, 2026.

The second-phase pay adjustment continues the 2024 SSPA increases, raising pay by 15 per cent for the Implementation Group and Management and Professional Group (P&P), and by seven per cent for the Top Management Group.

Under Phase Two, the P&P receive an additional seven per cent increase, while those in the top management receive a three per cent adjustment.

Prime Minister Datuk Seri Anwar Ibrahim had previously announced a pay rise of more than 13 per cent for civil servants, effective from December 2024, one of the highest in the country’s history, as part of the MADANI Government’s civil service reform agenda.
