KOTA KINABALU, Dec 17 (Bernama) -- Sabah Ministry of Works and Utilities plans to use cold mix materials for repairs and maintenance, particularly for filling potholes on major roads across the state.
Deputy Chief Minister I Datuk Seri Dr Joachim Gunsalam, who also heads the ministry, said the proposal will be submitted for inclusion in the review of concession agreements soon.
He explained that the Sabah Public Works Department (PWD) has been testing modern materials such as Fibre Mixed Asphalt to strengthen road surfaces and improve durability under increasing traffic loads.
“If trials prove successful, these materials will be rolled out for resurfacing and pothole repairs on major roads throughout Sabah,” he said when winding up the 2026 Supply Bill debate at the Sabah State Legislative Assembly today.
Dr Joachim noted that current pothole repairs use hot mix, which requires high temperatures and is unsuitable for rainy conditions.
He added that cold-mix tests showed the material is effective for repairs during the monsoon season, particularly on roads classified as in good (level two) or moderate (level three) condition.
“Pothole repairs on severely damaged roads (levels four and five) are less durable because the damage extends beyond the surface layer,” he said, stressing that repairs are still necessary to prevent further deterioration and reduce accident risks.
The state government has allocated RM600.69 million to PWD under the 2026 Budget for road maintenance, including paved roads under concession companies and gravel roads.
Meanwhile, the Sabah Water Department has been allocated RM848 million for immediate and short-term projects to enhance the capacity and efficiency of the state’s water supply system.
