Two Years At The Helm Of KESUMA: Sim Highlights Gains In Workers’ Welfare

KUALA LUMPUR, Dec 16 (Bernama) -- The Ministry of Human Resources (KESUMA) has made significant strides over the past two years, particularly in improving the welfare, skills and earnings of workers in the country, said Human Resources Minister Steven Sim.

In a post on his X account today, Sim said that while numerous policies and reforms have been introduced to improve workers’ welfare, there is still room for further progress.

“This December marks my second anniversary at KESUMA. I feel truly fortunate and proud to have the opportunity to contribute in my own small way to uplifting the dignity of workers.

“We’re not perfect, but the @myKESUMA team has worked tirelessly over the past two years to enhance workers’ welfare, skills and accomplishments,” he said, expressing his gratitude to ministry staff and stakeholders for their collaboration in achieving the ministry’s mission.

Sim also highlighted key achievements, including the increase of the minimum wage to RM1,700 per month and the median monthly salary surpassing the RM3,000 mark for the first time.

In addition, the Progressive Wage Policy has benefited more than 32,000 workers who joined the programme in 2025, boosting median starting salaries by up to 16 per cent.

According to the post, during the same period, the unemployment rate fell to its lowest level in a decade, alongside a record increase in the formation of new trade unions.

“KESUMA has also successfully ratified the International Labour Organisation (ILO) Convention C155 and enforced occupational safety and health (OSH) laws based on global best practices.

“For the first time in 20 years, the Sabah and Sarawak Labour Ordinances have been amended to ensure fairer worker rights nationwide,” the post stated.

He added that the Malaysian Industrial Court has been strengthened, migrant workers’ rights reinforced, including wage protection, social security coverage and complaint mechanisms, along with improvements to Social Security Organisation (PERKESO) benefits.

Historic initiatives included the launch of PERKESO’s 24-Hour Protection Scheme after 50 years and the tabling of the Gig Workers Bill.

Sim also brought attention to other achievements, including a transformation of Technical and Vocational Education and Training (TVET) through amendments to the National Skills Development Act and the Skills Development Fund Act, which introduced the Malaysian Modular Skills Certificate and the Malaysian Expert Certificate.

In today’s Cabinet reshuffle announced by Prime Minister Datuk Seri Anwar Ibrahim, Sim was appointed as the new Minister of Entrepreneur Development and Cooperatives.
