Allocation Distribution For 2026 To PBT Based On ‘Traffic Light’ System Performance – Nga

KUALA LUMPUR, Oct 29 (Bernama) -- The distribution of allocations to all local authorities (PBT) under the Ministry of Housing and Local Government (KPKT) next year will be based on performance evaluation, said its Minister Nga Kor Ming.

He said the project evaluation system based on a ‘traffic light’ mechanism is being used to assess PBT performance according to the progress of procurement and implementation of small-scale BP.1 projects that have been approved.

“At present, all BP.1 projects for 2025 are being monitored using this system, and the results of the evaluation will be used as a basis for allocation distribution in 2026.

“PBTs that demonstrate 'green' and consistent performance will receive additional allocations, those with '’yellow' performance will have their allocations reviewed, while PBTs that receive a 'red' status will see their allocations reduced or even cancelled,” he said when winding up debate on the Supply Bill (Budget) 2026 at the policy stage for KPKT in the Dewan Rakyat today.

Commenting on housing matters, Nga said that according to the 2024 Property Market Report by the Valuation and Property Services Department (JPPH), the overall number of property transactions recorded an increase of 18.4 per cent, with 420,525 transactions and the value surging to RM232.30 billion.

He said this achievement represents the highest performance in the property industry over the past decade, reflecting its recovery through initiatives introduced by the MADANI Government.

“The performance of completed unsold residential units also recorded a significant declining trend, from 37,000 units to 23,149 units,” he said.

As a more inclusive and flexible approach to help the people own homes, he said Perbadanan PR1MA Malaysia (PR1MA) is implementing the PR1MA Housing Campaign until Dec 31, offering discounts of up to 25 per cent, free Internet for one year, smart home device packages and full coverage of legal fees to reduce the cost burden of home purchases.

Additionally, Nga said that as of June 30, a total of 197,311 Affordable Housing (RMM) units, or 39.5 per cent of the 12th Malaysia Plan target, have been completed nationwide, 217,371 units (43.5 per cent) are under construction and 79,192 units (15.8 per cent) have received planning approval.

“This brings the total number of RMM units completed and in various stages of implementation nationwide to 493,874 units, representing 98.8 per cent of the targeted figure,” he added.
