JPJ Developing 'ebaki’ System To address Sale Of Expired Registration Numbers - LKAN

KUALA LUMPUR, Oct 6 (Bernama) -- The Road Transport Department (JPJ) is developing an online system known as 'ebaki’ for the sale of expired vehicle registration numbers.

According to the Auditor-General's Report (LKAN) 3/2025 on the government's financial statements for 2024, the system will be developed under the JPJ Digital System Development Project.

"Currently, its development is at the System Requirement Studies (SRS) stage and expected to go live in October 2026,” according to the report, which was tabled in the Dewan Rakyat here today.

According to it, the revenue collected by JPJ through the sale of vehicle registration numbers from 2022 to 2024 totalled RM1.648 billion.

However, an estimated additional revenue of at least RM115.96 million could be collected if blocked and inactive registration numbers were offered at a minimum price.

The report added that as of 2024, there were 375,792 expired registration numbers unsold and 134 blocked registration numbers offered at the minimum price, which could generate an estimated additional revenue of at least RM112.73 million and RM795,150, respectively.

The audit review also found that of the 219 applications to reclaim expired registration numbers, 12 approved applications were only charged a service fee of RM10, compared to a full revenue of RM23,100 that could have been collected if sold at the minimum price.

The minimum price for registration numbers is set between RM300 and RM20,000 based on the Current, Popular, Interesting and Premium categories, while a service fee of RM10 is imposed for each number offered.

The audit review also found that the pricing basis for 'Nombor Baki’ (remaining number) under the Popular category was not uniform between the state JPJs.

Based on these findings, the JPJ has been recommended to carry out improvements by ensuring inactive numbers are offered to the public and locking in the minimum price of registration numbers according to the stipulated categories through the mySIKAP system for wider publicity.

The JPJ is also recommended to review its standard operating procedure and the jurisdiction of the Special Committee on Registration Numbers to ensure the maximum revenue is collected and to prevent revenue leakage.
