KPWKM To Propose Tougher Laws For Repeat Domestic Violence Offenders

KUALA LUMPUR, April 29 (Bernama) -- The Ministry of Women, Family and Community Development (KPWKM) will submit a proposal to the relevant authorities to strengthen legal action and introduce an early warning mechanism for repeat domestic violence offenders.

Its minister, Datuk Seri Nancy Shukri, said the cross-agency effort is necessary as the ministry does not have the legal authority to openly record data on repeat offenders. However, it is prepared to present a proposal to expedite the justice process and enhance enforcement.

“We will submit a proposal to the relevant parties so this matter can be considered and acted upon. This is indeed one of the challenges in handling such cases.

“We want cases to be resolved more quickly, and from an enforcement perspective, we are looking at ways to tighten and strengthen implementation,” she told a special press conference after attending a coordination meeting on domestic violence cases here today.

She said the need for stronger intervention is in line with the rising number of domestic violence cases, which recorded 7,391 cases in 2025, compared with 7,116 in 2024 and 5,507 in 2023.

Nancy said some victims are still reluctant to come forward, while others withdraw police reports due to fear of threats from perpetrators, as well as concerns over losing financial support.

She urged victims to seek help through available channels, including the Talian Kasih 15999 hotline, adding that the ministry has protection facilities to assist victims.
