Penang Warns Against Unauthorised Land Reclamation, Sales In Padi Areas

06/11/2026 07:00 PM

GEORGE TOWN, Nov 6 (Bernama) -- The Penang state government is taking a serious view of any land reclamation, development or sale of land lots that does not comply with regulations, particularly in padi-growing areas, which are a strategic asset for the state's food security.

State Rural Development, Agrotechnology and Food Security, and Entrepreneurship Committee chairman Datuk Rashidi Zinol said the Seberang Perai City Council (MBSP) was currently taking enforcement action against unauthorised earthworks under the law.

"Action can be taken under Section 19(1) of the Town and Country Planning Act 1976 (Act 172), with offences punishable by a fine of up to RM500,000 or imprisonment for up to two years, or both.

"I would also advise the public not to be easily deceived by offers to sell padi land lots without planning approval. Check with the authorities first before making any purchase," he said in a statement today.

He said padi-growing areas were not merely agricultural land but also a source of livelihood for farmers and an important asset in ensuring the people's food supply.
