HRD Corp Launches JJBL To Help Employers Settle Levy Arrears

29/10/2026 08:51 PM

KUALA LUMPUR, Oct 29 (Bernama) -- The Human Resource Development Corporation (HRD Corp) has launched the "Jelajah Jom Bayar Levi” (JJBL) campaign to help registered employers settle outstanding human resource development levy payments, with interest waivers of up to 100 per cent.

Deputy Human Resources Minister Datuk Khairul Firdaus Akbar Khan said levy payments were not merely an obligation for employers but also an investment in workforce skills development and Malaysia’s future workforce.

“Every ringgit invested in skills development has the potential to enhance productivity, strengthen business competitiveness and create better-quality employment opportunities for Malaysians,” he said in a statement today.

The campaign aims to encourage employers to settle their outstanding levy payments by offering more flexible payment options and promoting compliance with levy payment requirements.

Under the campaign, eligible registered employers can receive interest waivers based on their payment method and settlement period.

Employers who settle their outstanding payments in full within three months will receive a 100 per cent interest waiver; those who complete their payments within three to six months will qualify for a 75 per cent waiver, while employers who settle within seven to 12 months will receive a 50 per cent waiver.

According to the statement, the waivers are subject to the applicable terms and conditions, verification of records and approval by HRD Corp.

Employers can settle their payments either in a lump sum or through instalments within the specified periods; however, the waiver applies only to interest charges, and the full outstanding principal levy must still be paid.

Employers may also check their account status and seek advice directly from HRD Corp officers.

Applications for the campaign are open from Oct 29 to Dec 31, allowing eligible employers to review their accounts and plan the settlement of their outstanding payments.

HRD Corp chief executive Datuk Shamir Aziz said the campaign reflected the corporation’s commitment to strengthening engagement with employers through a more transparent, open and accessible approach.

“Compliance with levy payment obligations is essential. However, we also recognise the importance of providing employers with opportunities to seek clarification, review their account status and settle outstanding payments through the available options.

“Through JJBL, we aim to ensure that employers receive accurate information and the necessary assistance, while strengthening confidence in levy management and the delivery of HRD Corp’s mandate,” he said.

Following the launch in Kuala Lumpur, HRD Corp will extend its engagement with employers to at least 15 other locations nationwide. The roadshow will also provide updates on HRD Corp’s services, facilities and initiatives, including measures to improve governance and service-delivery efficiency.

The initiative aims to ensure that levy contributions are managed effectively and channelled towards employee training and skills development.

At the launch ceremony, seven companies received certificates of appreciation for consistent, timely levy payments, with no arrears or delays, and for continuously improving their levy utilisation between 2023 and 2025.

The recipients were SPANCO Sdn Bhd, Tan Chong & Sons Motor Company Sdn Bhd, Deleum Technology Solutions Sdn Bhd, Gamuda Land (Kemuning) Sdn Bhd, MMC Pembetungan Langat Sdn Bhd, Grolier (Malaysia) Sdn Bhd and Hitachi Construction Machinery (Malaysia) Sdn Bhd.
