KUALA LUMPUR, Oct 26 (Bernama) -- The development of Bukit Jalil Bandar MADANI will be implemented in phases over a 15-year period, with the government currently in the process of allocating RM250 million to upgrade roads and alleviate traffic congestion in the area.
Minister of Housing and Local Government Nga Kor Ming said the allocation will be used to upgrade existing roads, construct new four-lane roads, and build two bridges to improve traffic flow, thereby addressing the concerns of local residents.
He emphasised that this development is not merely a high-density housing project, but rather an integrated urban ecosystem that combines affordable housing with educational, healthcare, and community facilities.
“This project is specifically designed to ensure that the people not only own a home but also enjoy a high quality of life,” he said while concluding the policy-level debate on the Supply Bill 2027 (Budget 2027) for the Ministry of Housing and Local Government at Dewan Rakyat today.
Nga noted that key components of the project include the construction of a "vertical school" integrating preschool, primary, and secondary education within a single complex as well as a modern health clinic and a MADANI Hub.
The proposed MADANI Hub is set to include spaces for hawkers, a police kiosk, a multipurpose hall, community service areas, a surau, transport facilities, and a local bus stop.
He said the development incorporates a "15-Minute Walkable City" concept, where essential amenities and recreational areas are connected via covered walkways, aiming to reduce reliance on private vehicles for short-distance travel.
Addressing concerns regarding the impact of the development on existing residents, Nga noted that a Traffic Impact Assessment (TIA), Environmental Impact Assessment (EIA), and Social Impact Assessment (SIA) are being conducted thoroughly.
He added that the project has secured a Development Order from Kuala Lumpur City Hall (DBKL) following a technical engagement process with relevant agencies, including PLANMalaysia, the Ministry of Health, the Ministry of Education, the Public Works Department, and the Subang Jaya City Council.
Responding to an interjection by Datuk Seri Dr. Zaliha Mustafa (PH-Sekijang) regarding the rationale for selecting Bukit Jalil as the project site, Nga explained that the area was chosen due to its strategic location and excellent connectivity to public infrastructure.
He mentioned that the residential units offered will be priced affordably, in contrast to other condominiums in the city, which can reach prices between RM600,000 and RM700,000.
Previously, Seputeh Member of Parliament Teresa Kok urged the government to postpone the registration for "Rumah MADANI" (MADANI Homes) in Bandar MADANI, Bukit Jalil.
She requested this pending the completion of the Bukit Jalil micro-control plan study and the Kuala Lumpur Local Plan 2040 (PTKL 2040), citing concerns that the development could exacerbate traffic congestion.
Meanwhile, Nga said a total of RM467,140 in fines was collected, and 3,638 hours of community service were imposed on individuals convicted of minor littering in public spaces between January and September of this year.
He said these figures resulted from 8,960 enforcement operations carried out across seven states under the Solid Waste and Public Cleansing Management Act 2007, during which 17,145 notices of offence were issued.
Nga added that the Ministry of Housing and Local Government (KPKT) will continue to intensify enforcement operations in the lead-up to "Visit Malaysia Year" 2026 and 2027, ensuring the nation’s environment remains clean and presents a positive image to tourists.
“In tandem with these efforts, KPKT is also fostering community participation through ‘Hari Cuci Malaysia’ (HCM) or Malaysia Cleanup Day to raise public awareness regarding the importance of public cleanliness.
“This year’s HCM event set two records in the Malaysia Book of Records (MBOR), the largest participation in a *gotong-royong* (community cleanup) event in a single day, involving 332,429 participants, and the heaviest collection of recyclable waste in a single day, totalling 89,221.22 kilogrammes,” he said.
