KUALA LUMPUR, Oct 14 (Bernama) -- A total of 1,726 private housing projects involving 199,643 housing units, with a Gross Development Value (GDV) of RM158 billion, have been successfully revived by the MADANI Government through the Ministry of Housing and Local Government (KPKT) as of August, the Dewan Rakyat was told today.
Minister Nga Kor Ming said the achievement reflected the efforts of the task force on sick and abandoned private housing projects, established in 2023 to safeguard the welfare and rights of house buyers.
“Of the total, 147 projects involving 29,900 housing units, with a GDV of RM40.92 billion, have been upgraded from sick to smooth status. Another 1,542 sick projects involving 163,621 housing units, with a total GDV of RM115.74 billion, have been fully completed and issued with Certificates of Completion and Compliance (CCC).
“As for abandoned projects, 37 have been successfully revived, involving 6,122 housing units with a GDV of RM1.504 billion. These projects have either been physically completed or resolved through arrangements that benefit house buyers,” he said when replying to a question from Fong Kui Lun (PH-Bukit Bintang).
Fong had wanted to know the government’s alternative plans to rescue the Residensi Wilayah Pangsapuri Salak Selatan project should the Scheme of Arrangement proposed by the judicial manager fail, including the possibility of appointing a rescue developer to ensure the completion of all 1,120 residential units.
On the Pangsapuri Salak Selatan project under the Rumah Wilayah programme, Nga said it was developed by Solaris Community Sdn Bhd and classified as a sick private housing project on Aug 22, 2021.
He said a judicial manager was appointed by order of the Shah Alam High Court on March 28, 2025, under the Companies Act 2016 to manage the developer’s business affairs and safeguard its assets.
However, on Sept 30, the court ruled that the joint venture (JV) agreement between the developer and the landowner, Potensi Mestika Construction Sdn Bhd, be cancelled following the developer’s failure to complete the project within the stipulated timeframe.
“Following the ruling, the judicial manager informed KPKT of its intention to appeal against the High Court’s decision. The matter therefore remains subject to legal proceedings and the outcome of the appeal before the Court of Appeal,” he said.
Nga said that as of Aug 31, there were seven abandoned private housing projects and 12 sick projects in the capital.
He said projects successfully revived and issued with CCCs last month included Residensi Laman Segar Hijau and Villa Setara Happy Garden, while Residensi Hektar Gombak and 3 Warisan Pelangi had each achieved more than 92 per cent physical progress.
He added that the ministry aimed to eliminate sick and abandoned housing projects by 2030 through a range of MADANI housing reforms.
“These include the introduction of the Housing Integrated Management System (HIMS), the TEDUH platform (Transforming and Empowering Data Usage In Housing), regular audits of Housing Development Accounts (HDA), the development of a big data analytics system, and the introduction of the option to purchase and order to build initiatives in the near future,” he said.
