Budget 2027 Seen Continuing Targeted Measures For Technology Sector -- Apex Securities

KUALA LUMPUR, Oct 5 (Bernama) -- Budget 2027 is expected to continue targeted measures covering funding, incentives, ecosystem development and talent to support the technology sector, said Apex Securities Bhd.

The fifth MADANI Budget and the second under the 13th Malaysia Plan (2026-2030) is scheduled to be tabled on Oct 9 by Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim.

In a note today, the stockbroking firm said Budget 2027 could serve as a further catalyst for the technology sector, with the National Semiconductor Strategy (NSS) providing the policy framework while ongoing artificial intelligence and data centre investments continue to drive underlying demand.

It noted that Budget 2025 introduced a RM1 billion electrical and electronics strategic fund and expanded export tax incentives to integrated circuit design, while Budget 2026 introduced SemiconStart and RM550 million in Khazanah Nasional Bhd and Retirement Fund Inc (KWAP) ecosystem partnerships.

“We do not expect Budget 2027 to attach a single consolidated figure specifically to NSS Phase 2 or Phase 3.

“Instead, the more likely approach is a continuation of targeted measures across funding, incentives, ecosystem development and talent,” it said.

Thus, Apex Securities said, the key signal would therefore be the size and scope of the incremental measures announced.
