MLFF Implementation Not To Be Rushed - Nanta

KUALA LUMPUR, Sept 30 (Bernama) -- The implementation of the Multi-Lane Fast Flow (MLFF) tolling system will not be rushed, with stakeholders given more time to finalise the arrangements, said Works Minister Datuk Seri Alexander Nanta Linggi.

He said the parties involved had been given a timeline to work out the details, with several platforms already being considered, although negotiations were still ongoing.

“We have given them a timeline. They just need a little bit more time, and there are platforms that they have already also thought out.

“I do not want to reveal for the time being because it is still under negotiation, but it will be known to the public,” he said at a press conference after the opening ceremony of the MyAsean Road and Traffic Tech Expo (MYARTTE) 2026 here today.

The minister said the implementation would follow a business-to-business (B2B) model, with highway concessionaires and other interested parties working together to develop the system.

Nanta said the approach would allow interested parties to negotiate among themselves, particularly highway concessionaires, which own the highways and related assets.

“We did not do this in a rush, and all these years and months have been used to ensure that those parties who are coming together, as we allow it on a B2B model. Meaning to say, people interested in implementing this, if they want, they must talk among each other, especially the concessionaires,” he said.

He stressed the highway association also played an important role in facilitating negotiations between concessionaires and other parties interested in investing in the system.

Commenting on payment integration across different highways, Nanta highlighted the ongoing pilot testing of the 'JustGo' system on selected expressways, including those operated by PLUS Malaysia Berhad.

“The JustGo system currently in use serves as an introduction or pilot project. Under the B2B framework, participating parties will evaluate whether the JustGo platform or alternative platforms can be adopted collaboratively across networks,” he said.
