RPSA 2026-2030 To Serve As Key Reference In Implementation Of Digitalisation Initiatives – KSN

PUTRAJAYA, Sept 28 (Bernama) -- The Public Sector Digitalisation Plan (RPSA) 2026-2030 was launched today to serve as the primary reference for planning the implementation of digitalisation initiatives across all levels of government, said Chief Secretary to the Government (KSN) Tan Sri Dr Shamsul Azri Abu Bakar.

He said RPSA comprising five strategic thrusts, 18 strategies, 44 programmes, and 44 targets acts as a framework and strategic guide for public sector digital transformation, carrying the theme "Dynamic Entire Government Synergy."

“The RPSA also places special emphasis on strengthening process alignment through Enterprise Architecture (EA) for services spanning federal agencies, state governments, and local authorities (PBT) by 2030.

“This includes the standardisation of processes across 19 federal service clusters, eight state service clusters, and 13 local authority service clusters,” he said while officiating the EA Symposium and the launch of the RPSA 2026-2030 here today.

Shamsul Azri said he had signed a directive on the adoption of RPSA 2026–2030 to be circulated to all ministries, federal departments, state governments, federal statutory bodies, and local authorities.

Through this directive, the RPSA 2026–2030 serves as the primary reference for planning the implementation of digitalisation initiatives at all levels of government.

“The RPSA must also serve as a guide for ministries and agencies in preparing their respective Digitalisation Strategic Plans (PSP).”

“Every secretary-general, head of department, chief digital officer, ICT manager, and service owner must view the RPSA as our shared plan, rather than a document belonging solely to the Ministry of Digital or the National Digital Department,” he said.

He said the success of RPSA 2026–2030 would be monitored alongside Malaysia Digital 2030 through the Digital Government Meeting.

“By 2030, we want the people to perceive Malaysia’s Digital Government not based on the number of portals or applications we possess, but on the ease with which they can conduct their affairs with the government,” he said.

Shamsul Azri called upon all ministries, departments, agencies, state governments, and local authorities to collectively adopt the RPSA 2026–2030 as the new way of working for the public sector.

“We require consistent implementation, the courage to overhaul outdated processes, a willingness to share resources and data, and leadership that ensures every digital initiative delivers measurable impact,” he said.
