RKB Initiative Saves Govt RM3.21 Bln In Compliance Costs - Chief Secretary

PUTRAJAYA, Sept 28 (Bernama) -- A total of 496 out of 1,582 projects registered under the Bureaucracy Red Tape Reform (RKB) initiative have been completed, resulting in RM3.21 billion in compliance cost savings for the Government to date.

Chief Secretary to the Government Tan Sri Dr Shamsul Azri Abu Bakar said reform required the public service not only to introduce new technologies but also to be bold in reassessing existing processes and how services were delivered to the people.

“The principle is simple: use digitalisation to eliminate bureaucratic red tape.

“To date, the RKB initiative has registered 1,582 projects, of which 496 have been completed, resulting in RM3.21 billion in compliance cost savings for the Government,” he said when officiating the Enterprise Architecture (EA) Symposium and launching the 2026-2030 Public Sector Digitalisation Plan (RPSA) here today.

Shamsul Azri said the 2024-2030 Public Service Reform Agenda (ARPA) outlined the principle of being associated and integrated through the Whole-of-Government and Whole-of-Nation approaches.

“Under the Whole-of-Government approach, the entire Government machinery at various levels of administration must move in the same direction to achieve the same outcomes.

“That is why digitalisation must be a catalyst for real reform of structures, processes and work governance. We cannot simply transfer lengthy manual processes onto digital screens,” he said.

In this regard, he said EA was a holistic blueprint that aligned service strategies with processes, data, applications and technology so that the Government as a whole operated according to a common design.

He said one of the key benefits of EA in public service digitalisation was the ability to design services around citizens, or adopt a Citizen-Centric approach.

“We need to eliminate siloed services between agencies and restructure processes based on the experience and journey of the people in accessing services, or the customer journey,” he said.
