M.V.15 Inspection Fees Standardised, No Price Competition - Loke

SUNGAI BULOH, Sept 14 (Bernama) -- The multi-operator system for motor vehicle inspection services does not allow licensed operators to compete on price, but requires them to focus on the efficiency and quality of their services, said Transport Minister Anthony Loke.

He said the fee for private vehicle ownership transfer inspections (M.V.15) will remain standardised and regulated by the government through the Road Transport Department (JPJ) at all licensed centres.

“As for the fees, they are set by JPJ and there is a fixed rate. We do not allow inspection centres to charge more than the prescribed rate to protect consumers.

“So, competition cannot be based on lower prices that could undermine the sustainability of industry players. Instead, it should focus on service quality and providing greater convenience and faster service,” he said.

He said this at a press conference held in conjunction with the launch of the M.V.15 Inspection Centre at CARSOME Academy, CARSOME Dealer Hub, here today.

On operational efficiency, Loke said the inspection process at licensed private centres takes less than 20 minutes when conducted according to the prescribed schedule, adding that the results are transmitted directly to the JPJ system, facilitating the vehicle ownership transfer process.

Earlier in his speech, Loke said opening the motor vehicle inspection services market after the single concession expired on Aug 31, 2024, has brought significant benefits to the public by providing a wider choice of services.

He said the opening of the licensed inspection centre by CARSOME Academy marks a milestone, as it is the first M.V.15 centre operated by an automotive Technical and Vocational Education and Training (TVET) institution.

“This centre integrates inspection services and technical training under one roof, with inspections carried out by examiners holding a Level 3 Malaysian Skills Certificate (SKM) in Motor Vehicle Inspection.

“This is in line with the MADANI Government’s agenda to strengthen TVET as a preferred career pathway, while giving students exposure to real-world operations,” he said.

Meanwhile, Loke reminded private operators that their licences came with significant responsibility to ensure legitimate inspection processes and roadworthy vehicles, stressing that the Transport Ministry and JPJ will continue to conduct surprise audits and regular monitoring to safeguard service integrity and standards.
