JKR Projects Must Achieve Set Period, Cost And Quality - Nanta

KUALA LUMPUR, Aug 21 (Bernama) -- The success of projects run by the Public Works Department (JKR) cannot be measured solely on the ability to complete them ahead of schedule, but must meet the set period, cost and quality specifications, said Works Minister Datuk Seri Alexander Nanta Linggi.

He said contractors must ensure that all three aspects are given priority to prevent the project from facing delays, quality problems or ultimately being categorised as a sick project.

“…it (a project) is not ahead of time if there are problems with quality. Ahead of time means that it must be achieved within the set cost and also within the set quality specifications. Then it really ahead of time,” he said.

He told reporters after officiating the Handing Over of the Letter of Acceptance (SST) and the Letter of Appointment of the Superintendent Officer for the Perak police contingent headquarters (IPK) and housing construction project here today.

Nanta said the Ministry of Works (KKR) and JKR had set key performance indicators (KPIs) to zero out sick and abandoned projects, in addition to having standard operating procedures (SOPs) and guidelines to monitor project implementation.

Yesterday, Deputy Minister of Works Datuk Seri Dr Ahmad Maslan said the trend of sick projects under the supervision of JKR continued to show a decline to 4.13 per cent compared to five per cent previously, involving 36 out of 871 projects currently under construction.

Meanwhile, Nanta said the Perak IPK and housing construction project worth approximately RM366 million in Bandar Meru, Ipoh would be implemented within 42 months and was expected to be completed in February 2030.

He said the strategic project of the Ministry of Home Affairs (KDN) would be developed by Serada Realty Sdn Bhd on a 25-hectare site next to Bulatan Sultan Azlan Shah.

Earlier, in his speech, Nanta reminded contractors who received SST to carry out the trust given with full integrity, responsibility and commitment and ensure that the project is completed according to specifications, achieves the best quality level and within the stipulated period.

He also emphasised the role of the superintending officer to proactively monitor the progress of work, identify issues on site and take immediate remedial action to ensure that the project schedule and performance are not affected.

Meanwhile, KKR in a statement informed that the existing Perak IPK complex is 58 years old and is now in a very dilapidated condition and is no longer economical to fully renovate.

According to KKR, the construction of the new complex is expected to increase the effectiveness of Perak PDRM's security duties and control, including reducing the crime index by five per cent each year and improving police response time from 15 minutes to 10 minutes.
