Selangor To Transform Abandoned Teluk Kapas Landfill Into Green Asset

SHAH ALAM, Aug 12 (Bernama) -- The Selangor state government plans to rehabilitate and redevelop the abandoned Telok Kapas landfill in Pasir Panjang, Klang, into a resource recovery area and high-value green asset.

State Infrastructure and Agriculture Committee chairman Datuk Izham Hashim said the 80-acre site, which has been closed since 2007 and is part of the Selangor Maritime Gateway (SMG) development corridor, would be restored based on circular economy principles and controlled inert waste management.

“The 32.3-hectare site has been closed for many years and is difficult to rehabilitate as conventional methods to remove the solid waste would cost an estimated RM200 million.

“Through a collaboration between KDEB Waste Management (KDEBWM) and Landasan Lumayan Sdn Bhd (LLSB), the state government will explore sustainable and cost-effective methods to restore water quality and address leachate pollution that continues to flow into nearby rivers,” he said.

Izham said this after the signing of a Memorandum of Understanding (MoU) between KDEBWM managing director Datuk Ramli Mohd Tahir and LLSB managing director Syaiful Azmen Nordin at the Sultan Salahuddin Abdul Aziz Shah (SSAAS) Building here today.

He said the rehabilitation project involved the former landfill owned by the Klang Royal City Council (MBDK), which contains about one million tonnes of solid waste accumulated to a depth of 15 metres.

“Besides treating the solid waste deposits, the rehabilitation plan will also focus on managing leachate to restore the environment and address long-term settlement issues, including slope stability.

“Through biological, mechanical and material recovery methods, the state government aims to increase the recovery rate of recyclable solid waste to between 70 and 80 per cent based on feasibility studies,” he said.

Izham said the sustainable rehabilitation model would be expanded to other former landfills across Selangor if the Telok Kapas pilot project successfully addresses solid waste and leachate management.

He said the redevelopment plan was designed to ensure the rehabilitation costs, leachate treatment and long-term maintenance could be sustained commercially and financially.

“This initiative strengthens Selangor’s efforts to improve recycling rates, resource efficiency and low-carbon development. It also demonstrates that abandoned landfills can be transformed into productive green assets for future generations,” he said.

The MoU signing between KDEBWM and LLSB was witnessed by KDEBWM chairman Datuk Ng Suee Lim, who is also State Local Government and Tourism Committee chairman.
