Melaka Developing Digital Village 2.0 System For Integrated Data Management

MELAKA, Dec 21 (Bernama) -- The Melaka State Economic Planning Unit (UPEN), in collaboration with the Communications and Information Technology Division (BTMK) of the Melaka Chief Minister’s Department, is developing the Melaka Digital Village System (KDM) 2.0 to optimise the use of Digital Village data in a more comprehensive and integrated manner.

Deputy State Secretary (Development) Datuk Saiful Hazwa Kipli said the KDM 2.0 system would be integrated with various government agency systems to facilitate more efficient and effective village-related management.

“At the initial stage, data integration will focus on the welfare sector, particularly in terms of data on aid recipients, before being expanded to the security, utilities, services, development and other related sectors,” he told Bernama recently.

Saiful Hazwa said the system also supported the formulation and implementation of nationally recognised village modernisation policies, including the development and upgrading of state and national data centres, particularly involving the integration of assistance and security.

He said through KDM 2.0, the registration process as well as updates on increases or decreases in the number of occupants in a household could be carried out online by the head of household or the occupants themselves.

He said the system allowed occupants to make declarations and verify their residential status, including as homeowners, tenants or lodgers, with each update recorded in the system for reference and verification by the authorities.

“The District and Land Office also has the authority to update household information in KDM 2.0 based on information and verification obtained from the Village Development and Security Committee (JPKK) to ensure data accuracy and synchronisation with administrative records at the district level,” he said.

Saiful Hazwa said the project was an idea initiated by Chief Minister Datuk Seri Ab Rauf Yusoh, which was announced on April 7, 2023 at the State Economic Planning, Finance, Land Affairs, Government-Related Agencies, Investment, Industrial and Technical and Vocational Education and Training (TVET) Committee Meeting.

He said the initiative was introduced to address the issue of the absence of clear, systematic and structured home addresses among village residents, particularly in rural areas that were previously difficult to be identified by emergency services, delivery services and related agencies.

He said each house and building involved in the Digital Village project was identified through a premises observation process within the boundaries of the designated village area.

“The delineation of village boundaries falls under the administrative jurisdiction of the District and Land Office and this process is implemented jointly by UPEN, the district administration and technical agencies such as the Department of Survey and Mapping Malaysia (JUPEM) and PLANMalaysia.

“The determination of village boundaries also takes into account feedback from residents channelled through the JPKK chairman before being verified by the penghulu,” he said.

He said the registration of residents’ houses was only carried out after the premises observation work was fully completed, with the data mapped using ArcGIS software, which is a Geographic Information System platform.

He said each house would be assigned a house number based on the designated reserve number after the verification of village boundaries, before a complete address is generated and entered into the Digital Village system to produce stickers with house numbers and unique QR codes.

He said each house was also assigned geographic coordinates through ArcGIS software, which were then integrated with applications such as Google Maps and Waze to enable more accurate location detection to facilitate the delivery of goods, emergency services, visits by government agencies and residents’ daily affairs.

As of November 2025, he said a total of 72,394 houses and 6,277 residents had registered resident profiles under the Digital Village project throughout Melaka.

He said the development of the Melaka Digital Village 2.0 system was expected to be a catalyst for data-driven village management, while supporting Melaka’s aspiration towards becoming a smart state with more inclusive and effective digital governance.
