ILTIZAM Circular, I-PPA Launched To Strengthen Performance-based Governance

PUTRAJAYA, Dec 6 (Bernama) -- The ILTIZAM Circular and the Public Service Performance Index (I-PPA) launched today are expected to act as a key catalyst in strengthening performance-based governance across the government delivery system, said Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar.

He said the circular supports the implementation of the Government Service Efficiency Commitment Act 2025 (ILTIZAM Act), which came into force on Dec 1, while the I-PPA will be the official instrument to measure, assess and monitor the efficiency and effectiveness of public service delivery as stipulated under Section 7(1) of the Act.

“With this circular and measurement tool, we are now better positioned to strengthen performance-based governance in line with the Improvement of Government Service Delivery Based on ILTIZAM Principles under the Third Pillar of the 13th Malaysia Plan,” he said when officiating the Rancakkan MADANI Bersama Malaysiaku Programme and the 2025 National Public Service Reform Convention here today.

Shamsul Azri said ILTIZAM’s implementation is aligned with the National Policy of Good Regulatory Practices and complements the Bureaucratic Red Tape Reform (RKB) initiative, which has already produced tangible results.

To date, 1,007 RKB projects have been registered nationwide, with 323 completed — an increase of 182 compared to previously — yielding annual compliance cost savings of more than RM2.01 billion.

“These achievements translate into faster processes, simpler procedures and stronger confidence among the public and investors,” he said, adding that a special award will be introduced next year to recognise outstanding RKB implementing teams.

He said the reform efforts have reshaped the government’s work culture, institutional dynamics and definitions of outcomes, while lifting Malaysia’s international standing.

Malaysia has climbed to 23rd place in the World Competitiveness Ranking 2025 and 34th in the World Digital Competitiveness Ranking 2025.

Shamsul Azri also emphasised the need to build civil servants’ capabilities to meet emerging challenges, including mastering future-ready skills and leading change.

He proposed that IMATEC INTAN be designated as a Public Sector Artificial Intelligence (AI) Training Centre of Excellence to address the AI productivity paradox and ensure measurable returns from technology investments.

He further urged civil servants to embody the values of M.A.L.A.Y.S.I.A or Mesra, Adil, Luhur, Amanah, Yakin, Setia, Islah and Arif, and uphold the M.E.R.D.E.K.A. (Menumpahkan Taat Setia, Empati, Relevan, Dedikasi, Emosi, Karismatik and Amanah) ethos as their moral compass in driving change with integrity, wisdom and a people-focused approach.

Shamsul Azri also expressed appreciation to Prime Minister Datuk Seri Anwar Ibrahim for his firm and consistent leadership in advancing the national reform agenda, and called on the public service to remain focused and disciplined in implementing the Public Service Reform Agenda (ARPA) as a collective institutional commitment towards achieving a high-performing civil service by 2030.

The three-day Rancakkan MADANI programme, which began yesterday, features over 300 public service touchpoints, a career carnival, interactive showcases, family entertainment and special promotions for visitors.

Organised by the Prime Minister’s Office through the Performance Acceleration Coordination Unit (PACU), the event targets 300,000 attendees. It runs from 9 am to 10 pm on Friday and Saturday, and from 9 am to 6 pm on Sunday.

Prime Minister Datuk Seri Anwar Ibrahim is scheduled to officiate the closing ceremony at 11 am tomorrow.

Building on the momentum of the One Year with the MADANI Government and Two Years with the MADANI Government programmes, Rancakkan MADANI continues the government’s annual tradition of reporting its achievements directly to the people.
