GOVT IMPLEMENTS 23 HIMP 2030 INITIATIVES TO CUT HALAL INGREDIENT IMPORTS - MITI

KUALA LUMPUR, June 29 (Bernama) -- The government has implemented 23 initiatives, projects and programmes under the seven strategic pillars of the Halal Industry Master Plan 2030 (HIMP 2030) as of May 30, 2026, as part of efforts to substitute imports of critical halal ingredients.

The Ministry of Investment, Trade and Industry (MITI) said seven of the initiatives focus on halal ingredient development, research and development (R&D), financing for micro, small and medium enterprises (MSMEs), talent development and commercialisation.

MITI said the initiatives are being implemented in phases through the mapping of critical ingredient categories, R&D and commercialisation, investment facilitation, the development of leading companies, as well as industry matching and financing.

“These efforts are also supported by the implementation of MyHALALINGREDIENTS by JAKIM from Aug 15, 2025, as a data collection system to record and assess raw materials used by industry players, particularly manufacturers.

“The system is also integrated with the existing MYeHALAL platform to simplify and accelerate the overall certification process for all Malaysian halal certification schemes,” it said on the Parliament website today.

The ministry was responding to Datuk Ahmad Amzad Mohamed @ Hashim (PN-Kuala Terengganu) on the government’s strategic measures to substitute imports of critical halal ingredients to reduce dependence on external supply chains.

MITI also said the government has adopted a targeted import substitution approach, focusing on ingredient categories with strategic value, a high level of dependence on imported supplies, and strong potential for domestic production.

It said the approach is further supported through industry matching and collaboration with leading companies to increase the use of locally sourced content in the halal supply chain.
