KPKT Introduces New Parameters For Neurodivergent Needs

04/03/2026 01:38 PM

KUALA LUMPUR, March 4 (Bernama) --  The Ministry of Housing and Local Government (KPKT) told the Dewan Negara today that it is introducing several new parameters in the revised Draft MS 1184:2025.

The parameters are intended to make residential areas and public spaces more accommodating for individuals with cognitive disabilities and neurodivergent conditions, such as autism and Attention Deficit Hyperactivity Disorder (ADHD).

Deputy Minister Datuk Aiman Athirah Sabu said this includes the creation of designated calming spaces in public areas, such as soundproof safe rooms with dim lighting to help such individuals de-escalate during moments of crisis or sensory overload.

“Sensory management is also a key focus. This includes minimising the use of flickering or buzzing fluorescent lights, and replacing them with natural light or dimmable LEDs,” she explained.

She was responding to Senator Manolan Mohamad, who had requested details on the new standards ensuring that current housing and environments are truly friendly for those who are neurodivergent.

Aiman Athirah further noted that acoustic and visual controls are also essential components, involving the use of low-arousal colours like pastels and muting patterns on floors and walls.

She emphasised that these measures would reduce excessive stimuli, which can cause discomfort or stress for neurodivergent individuals.
