IPOH, Jan 2 (Bernama) -- The Solid Waste Management and Public Cleansing Corporation (SWCorp) has acquired 100 special motorcycles to carry out enforcement involving the Community Service Order (PKM) for littering offences.
Housing and Local Government Minister Nga Kor Ming said the special motorcycles can be used to enter any lane to monitor the local situation to maintain cleanliness.
"Last month I launched the SWCorp Enforcement Motorcycle Kit team and we have acquired 100 special motorcycles that can enter any lane.
"He (the enforcer using the motorcycle) is there to maintain cleanliness. They all wear uniforms like police (law enforcement officers), they take statements, issue compounds and to bring the case to court," he said at a press conference here today.
He said this after the official Sentuhan Kasih work visit of the Ministry of Housing and Local Government (KPKT) to Bercham state constituency at Kampung Tawas Hall here today.
Nga said about 300 law enforcement officers had been given special training to implement PKM for the offence of littering.
"Indeed, we have special training and when the court hands down the sentence, they (offenders) will be taken by law enforcement officers to a public place to be given green jackets and they will be punished by helping our country's cleaning workers to continue cleaning the environment," he said.
Earlier, in a press conference after his working visit to Bandar Baru Medan Ipoh, Nga said individuals who were given the PKM for the offence of littering could be directed to carry out community service work including street sweeping, washing drains, cleaning public toilets and pruning trees.
He stressed that PKM is not meant to punish, but rather to educate, besides the order also involves foreigners and children because no one is not bound by the laws of the country.
"Our country has been practising the Look East policy since 1982, today is the 44th anniversary. Every year we look and see but did not practise what we learned, that is not possible.
"That is why I emphasise that this Community Service Order includes foreigners. It will be a very important and strong message, including foreigners, nobody is above the law," he said.
Regarding states that do not apply Act 672, Nga said the state governments concerned have been given six months to find a way to establish strategic cooperation so that the PKM can be implemented.
