Alliance For A Safe Community Calls For Ethical Framework And Regulations To Govern AI Use

KUALA LUMPUR, June 1 (Bernama) --  The Alliance for a Safe Community has called for clear, forward-looking regulations and a comprehensive ethical framework to govern the use of artificial intelligence (AI) to safeguard the public interest.

Its chairman Tan Sri Lee Lam Thye, in a statement today, said in light of the growing impact of AI on everyday life, there is an urgent need for policymakers, technology leaders, civil society and international institutions to collaborate in developing a framework that ensures AI is safe, inclusive, and used in the best interest of humanity.

He warned that unregulated AI deployment could lead to serious risks, including the invasion of privacy and misuse of personal data, algorithmic bias that leads to discrimination or injustice, job displacement and economic inequality, and the proliferation of deepfakes and misinformation.

In response, Lee said the Alliance for a Safe Community has proposed five key components for a robust regulatory framework, which include AI accountability laws to define legal responsibility for harm caused by AI systems, especially in high-risk applications; and transparency and explainability, which mandate that AI decisions affecting individuals must be explainable and transparent.

He added that data protection and privacy standards must be strengthened to prevent unauthorised access, misuse, or exploitation of personal data by AI systems; and to require pre-deployment risk assessments and certification processes for high-impact AI tools.

“And public oversight bodies, namely to establish independent agencies to oversee compliance, conduct audits, and respond to grievances involving AI,” he said.

He also advocated for a Code of Ethics and Integrity in AI Technology to guide its development and deployment.

This code, he said, should emphasise human-centric design—prioritising human dignity, autonomy, and well-being—as well as non-discrimination and fairness, honesty and integrity, environmental responsibility, and inclusivity and collaboration.

He stressed that to humanise AI, ethical considerations, transparency and empathy must be embedded into the core of its design and implementation.

Lee said that as AI continues to transform the way people live, work, and interact, it is becoming increasingly urgent to ensure that its development and use are grounded in responsibility, accountability, and integrity.

“In an era where AI is rapidly shaping every facet of human life, it is critical that we ensure this powerful technology is developed and deployed with a human-centric approach. We must remember that AI is not just a tool, it reflects the values of those who create it.

“Therefore, AI development should prioritise fairness, accountability and inclusivity. This means avoiding bias in decision-making systems, ensuring that AI enhances human potential rather than replacing it, and making its benefits accessible to all, not just a select few,” he added.
