SELANGOR TABLES RM2.32 BLN BUDGET FOR 2021

SHAH ALAM, Oct 30  -- The Selangor state government today tabled its budget for 2021 amounting to RM2.32 billion.

Menteri Besar Amirudin Shari said of the total, RM1.22 billion or 53 per cent was for operating expenditures while RM1.10 billion or 47 per cent was for development.

“The 2021 Selangor Budget is expected to have a deficit of RM123 million, due to substantive development allocations to meet the needs of sustainable development.

“However, this deficit is lower than the forecast for the 2020 Budget, with a deficit of RM133 million," he said when presenting the budget at the Selangor State Assembly here today.

Amirudin said the operating expenditures for the 2021 Budget were estimated based on the zero-based budgeting methodology, which gave priority to emoluments (RM439.96 million), services and supplies (RM520.43 million), assets (RM4.8 million), grants and fixed charges ( RM203.51 million) as well as other expenses (RM51.3 million).

Meanwhile, Amirudin said the Budget also included plans to resolve the issue of water pollution in Selangor with an allocation of RM200 million, which could potentially reduce the risk of having to shut down the five main treatment centres in the state by up to 90 per cent.

To that end, he said the state government would be amending the Selangor Water Management Board Enactment 1999 by increasing the rate of fines as well as enforcing rules on effluent emissions based on river capacity and ‘polluters pay principle’.

He said among efforts to reduce river pollution within the next 18 months was to implement bioremediation works, 24-hour monitoring of sensitive areas, and adding telemetry stations to monitor the quality of water.

Amirudin said the state government also proposed an allocation of RM56.5 million to strengthen public healthcare in the state, including promoting a healthy lifestyle and for the control and prevention of dengue.

For sports development, he said the state proposed an allocation of RM27.9 million, while another RM20 million would be allocated specifically for football, with RM10 million coming from the state and the other half from the state’s subsidiaries, namely Menteri Besar Incorporated (MBI) and the Selangor State Development Corporation (PKNS).

In appreciation of the efforts and commitment of the state’s civil servants, he said the Selangor Government had agreed to provide a Special Financial Assistance incentive amounting to half a month's salary to all those on grade 54 and below, which will be paid on Dec 29, involving an allocation of RM16.5 million.

Meanwhile, Amirudin said the state government had also proposed an allocation of RM5.85 million to revive the tourism sector in the state which had been badly affected due to the COVID-19 pandemic.

A further RM6 million was proposed for the Selangor Foor Bank Programme, while a specific food aid programme would be set up for children below six from the B40 target group, with an allocation of RM1 million.

"The issue of nutritional deficiencies and imbalances among children needs to be addressed. A study by the Selangor State Health Department in the Kota Damansara People's Housing Project found that 33 per cent of children suffer from stunted growth and lack of nutrition,” he said.
