Selangor To Develop Dark Fibre Network Master Plan To Boost Revenue

SHAH ALAM, Nov 14 (Bernama) -- The Selangor government will develop the Selangor Dark Fibre Network master plan through Menteri Besar Selangor Incorporated’s subsidiary and Smartsel Sdn Bhd to tap new revenue sources.

Menteri Besar Datuk Seri Amirudin Shari said the planned 889-kilometre network would enable the state to have its own high-speed fibre-optic infrastructure, with RM1 million allocated under the Selangor Budget 2026 for the purpose.

He said the project, estimated to cost RM267 million, is projected to generate RM196 million in returns over five years.

“The system will be developed on an open-access model to minimise excavation works that may disrupt services.

“Apart from fiscal gains, the Selangor Dark Fibre Network will broaden digital access and narrow the digital divide between urban and semi-urban areas,” he said when tabling the budget here today.

On other revenue-enhancing measures, including the Water Abstraction Charge and Zero Discharge Policy (ZDP), Amirudin said the state has collected more than RM30 million from each initiative to date.

As of October 2025, Selangor received RM33.61 million from the Water Abstraction Charge, against a RM70 million target, while ZDP collections through the Selangor Water Management Authority (LUAS) exceeded RM35 million this year.

He said revenue from the Water Abstraction Charge will be used to improve water quality, while ZDP income will be strengthened through amendments to the LUAS Enactment 1999 to allow the funds to be credited directly into the Consolidated Fund.
