RM75 Million Allocation For IBPS Programme

PUTRAJAYA, Oct 12 (Bernama) -- Padi farmers who bought valid padi seeds at the gates of appointed factories producing the padi seeds at more than RM28 a bag can now seek a refund by showing a receipt of purchase.

Agriculture and Agro-Based Industry Ministry secretary general Datuk Seri Dr Ismail Bakar said the refund was via a Valid Padi Seeds Incentive Programme (IBPS) created by the government with a RM75 million allocation.

He said the programme was to help padi planters reduce the cost of padi production and encourage them to use valid seeds of quality, disease resistant and reducing padi seed losses before harvest (padi angin).

"The production cost of the padi seed is RM2.43 per kilogramme. The government has subsidised valid padi seeds with a sale price of RM1.40 per kilogramme at the factory gate (RM28.00/bag). While the incentive to the producer of the valid seeds is RM1.03 per kilogramme (RM20.60/bag)

"As such, any farmer who has bought valid padi seeds at the factory gates of appointed padi seed producers at a price exceeding RM28.00 per bag, except for the MR220 CL2 variety, can get a refund by furnishing the receipt of purchase," he said in a statement today.

According to Ismail, nine producers of valid padi seeds were appointed via open tenders from 2017 to 2019 whereby the criteria of selection was based on the capacity of their padi seed processing plant, company human resources for the supervision of the padi fields and financial evaluations.....
